Add release notes into coredns repo (#2645)

* Put release notes in notes subdir

Verbatim copy of the current set of notes on coredns.io. Copy them
here to make them authoritative.

'make sync' on the coredns.io site copies them back in. They need to be
formatted in Hugo style.

+Correctly make a reply fit in the client's buffer, *especially* when EDNS0 is not used.
+This used to be the responsibility of a plugin, now the server will handle it.

+* [*dnssec*](/plugins/dnssec) - now allows aZSK/KSK split as well as a CSK setup.
