Add comprehensive tests for multiple components including server blocks
inspection, configuration handling, DoH/DoQ writers, and server startup
functions. Increases overall test coverage from 27% to 38.4% with
particular focus on register.go, https.go, quic.go, and config.go.

Uppercase all these test errors as well. And extend the presubmit to
check for these in the future. Also do a slightly smarter grep to only
get t.<something>. as (because dump regexp) this also grep over non test
files.

Switched health and autopath plugin to allow any plugins to be used instead
of a hardcoded list. I did not switch federation over since it wasn't
obvious that anything other than kubernetes could be used with it.
